CUPE Local 1978 represents members working for Island Health at many community locations across Southern Vancouver Island and Salt Spring Island. Our members work in Public Health, Population Health, Community Health Services, Primary Care Networks, Urgent Care Centres, and Seniors Health.

Collective Agreement

Bargaining

Bargaining for the HSPBA Collective Agreement began in March 2025. Our current contract expired March 31, 2025 but is still in effect until a new agreement is reached.

Enhanced Disability Management Program

CUPE has worked jointly with employers and other unions to develop the Enhanced Disability Management Program (EDMP). EDMP is a collaborative program between Island Health’s Ability Management and CUPE’s EDMP Union Advocate. It is an employee-centred, proactive and customized disability management program for employees with both occupational and non-occupational illnesses and injuries. EDMP focuses on your quick and safe recovery with a proactive, customized disability management program that helps you either stay at work or return to work successfully.
